Ollie, a small Chihuahua mix, is now in good hands after a serious scare on Wednesday in the Webster Green subdivision of Peebles.

"I know a lot of people's been, has been kind of up in arms about it. There's been a lot of social media about the dog. It was a tragic thing, Peebles police Chief Matthew Windle said. "Luckily, the dog's okay."

Windle said Ollie was found in a bag inside a dumpster off Shaker Run Road.

A neighbor who said her husband rescued Ollie shared posts about the incident on Facebook, claiming the pup had a zip-tie around his throat.

"They said they had cut a zip-tie off of its neck. It was not a zip-tie," Windle said. "It was a flea collar."

"Lots of time, things get blew (sic) out of proportion until actually, you know, we find out all the evidence," Adams Co. Dog Warden Donnie Swayne said.

Even so, Swayne is still having a hard time understanding how a pet can end up in a dumpster.

"We don't know what people think anymore. It's just, it's awful. It really is," Swayne said.

"I think the main thing was putting it in a dumpster. That's usually what triggers people off," Windle said. "I'm an animal lover and it kind of put me at a shock."

Windle charged the man accused in Wednesday's incident with animal cruelty, a first-degree misdemeanor. For the time being, Ollie will remain in the custody of Adams County unless a judge says otherwise.

Windle said he interview the man who's been charged. WLWT is not naming the man until a request for the police report is fulfilled.

"The individual that this happened with was the boyfriend of the actual owner of the dog," Windle said. "They’re moving - and that he had tripped carrying a box and fell on the dog. And he thought it was passed and just didn't.. his nerves were shot. And so he just did what he did."

Chief Windle said the man at the center of the case is due in Peebles' Mayor's Court on June 21.
